By majority vote, with votes in favour from BE, Livre, PEV, PCP, PS, PAN, and two non-registered deputies from Cidadãos Por Lisboa (elected by the PS/Livre coalition), the assembly approved recommending to the city council "that institutional contacts be established with religious entities representing Islamic communities and are mostly concentrated on the Martim Moniz-Alameda route, with a view to implementing the proposed mosque in that area of the city, regardless of the location that is ultimately determined."

In addition to the votes for and against, PSD representative António Prôa abstained. The MPT (Workers' Party) was not present at the time of the vote, but had previously stated that it would vote against all points of the recommendation.

This recommendation is the result of a joint report by the 3rd and 6th standing committees of the Lisbon Municipal Assembly (AML), which oversee the areas of Urban Planning and Human and Social Rights, respectively. They evaluated the potential construction of a new mosque in Mouraria, with the consultation of several individuals, including the Bangladesh Islamic Center Association - Baitul Mosque and the Islamic Community of Lisbon.

Before the vote, the report was approved at a joint meeting of these two committees on June 27th, with abstentions from the PSD, CDS-PP, IL, Aliança, Chega, MPT, and PPM, parties that justified this vote by their desire for the topic to be discussed in plenary.

At issue is the Mouraria Square project, approved in 2012 by the city council under the presidency of António Costa (PS), which called for the construction of a mosque, as well as a pedestrian walkway between Rua da Palma and Rua do Benformoso.

Subsequently, in 2015, the urgent expropriation of three private buildings on Rua do Benformoso was declared a matter of public utility. However, since then, no progress has been made. In recent years, several informal places of worship have emerged in the Mouraria area, lacking security conditions.

The approved recommendation also includes the idea that, in conjunction with religious entities representing communities professing Islam and concentrated primarily in the Martim Moniz-Alameda axis, "programs and initiatives be developed that promote the integration of Muslim communities and respect for cultural and religious diversity, actively contributing to strengthening social cohesion in the city of Lisbon."

This point of the recommendation was approved with a similar vote, with the exception of the CDS-PP, which voted in favour.

With votes against from the PSD, IL, PPM, CDS-PP, and Chega, it was also recommended to the city council that, regardless of the implementation of a religious facility, the construction of Praça da Mouraria be considered as an urban solution for Rua da Palma and Rua do Benformoso; and that the communities professing Islam in that area of the city, residents, the Parish Councils of Arroios and Santa Maria Maior, the Municipal Municipality of Lisbon (AML), and the 3rd and 6th Standing Committees be informed of the progress of the process regarding the construction of a mosque.

According to the report, the recommendations take into account the constitutional and legal principles of religious freedom and equal treatment between religious denominations; the need to ensure dignified and adequate conditions for the practice of Islam in the city, particularly for the communities residing and working in the Martim Moniz–Alameda axis, where they currently perform their religious practices in cramped spaces without adequate facilities; and the importance of promoting inclusion, respect for cultural and religious diversity, and social cohesion in the municipality of Lisbon.
