The diploma, “generally proposes the application of the new nationality regime only for the future, with one important exception: the procedures of the naturalisation rule regime pending on the date of the future publication of the law, but which were initiated after 19 June 2025, the date on which the Programme of the 25th Constitutional Government was made viable”.
According to the text of the diploma itself, the Government considers that, “since the election period, it was known that the intention of the winning Coalition was to impose greater demands on the Portuguese nationality regime, in order to ensure that it always has an effective and genuine link to the national community”.
At the time, “it was clear to everyone – citizens and immigrants – that, among other significant changes, the temporal and material requirements for naturalisation would be increased in density and expanded in number”, which is why, after the parliamentary approval of the executive’s programme, “a massive movement of applications for acquisition of nationality through naturalisation was generated”, states the proposed law.
The Government considers that these applications “represent rather a last-minute attempt to benefit from the highly permissive requirements of the outgoing legal regime”, which provided for a period of residence in Portugal of five years to access citizenship.
The new legislation provides for a minimum period of seven years for the authorisation of regular residence in the case of citizens of the Community of Portuguese Language Countries (CPLP) and ten years for others, imposing much stricter rules.
“This abusive and late appeal” is prevented by the legislation by considering the “viability of the Government Programme” as the basis.
The program, says the proposal, constitutes “an eminently political document, which benefits from wide publicity and to which the Constitution associates important legal consequences, starting with the Government taking full office”.
Can someone translate this into English? What on earth does all this mumbo jumbo mean? No wonder nobody knows what anything means in Portugal with the bureaucratic speak and long winded time-wasting approach to communication. Everything stated is ambiguous and can be interpreted in so many ways. Perhaps it's deliberate but if Portugal was my company, I would get rid of all these useless employees who can't explain anything simply or clearly. Ironically so they seem clever or educated but are the opposite. A shame.

Does this mean if i entered the country in October 2022 and didn’t rush because of the change in government my 5 year requirement will still be honored? Thank you.

Retired immigrants like me made the very difficult and expensive decision to move their lives to across the world to Portugal based on the established rules and laws at the time. We should be grandfathered in. The only "abuse" in all of this will be that of the new government pulling the rug out from under all of us who acted in good faith. Many of us are here trying to learn the language, customs, and culture. We contribute to the economy by spending our money here while not working and taking a job from others, yet we are being demonized by a corrupt government who finds it easier to blame us rather than solve problems, like raising the minimum wage and building adequate subsidized housing, as that would mean less money in their pockets. I am grateful and happy to be here. The people are lovely. The government is not.

What does this mean? It implies one thing but one can infer another! We have been working on our nationality application for nearly a year already ... but, thanks to Trump's cuts in federal employees, it has taken several months to receive our FBI background checks with apostilles. Although we've never been back to the USA since moving to Portugal almost eight years ago, we're still required to submit FBI criminal background checks that are no more than three months' old. Our attorney submitted the €500 naturalization fees (€250 x 2) along with all the required documents this week; so you can be sure that we've been following this state of affairs. Despite what this article -- and others -- seems to state, she (our lawyer) told us yesterday that, "Everything is well and fine and the new changes won't affect you. It still needs to be approved by the parliament so you are safe." She continued: "In about 30 to 60 days the Conservatória will send me your processes numbers and you will be able to follow the progress online. I will keep you informed as soon as we have those numbers."
