In the final part of his inauguration speech, at the Palácio da Ajuda, in Lisbon, Luís Montenegro stated that this plan will be finalised “in the next few days” and developed “in the next few years”, ensuring that he will give “prior notice to the two largest opposition parties”, in a reference to Chega and PS.

“In this context, I will present at the next NATO summit the bringing forward of the goal of reaching 2% of GDP in expenditure in this area, if possible, this year, 2025”, he announced.

And he added: “A realistic plan that will not put social functions and fiscal balance at risk,” he said.
