According to the official decree signed by the Secretary of State for Fiscal Affairs, Cláudia Reis Duarte, the cost of non-adhesive stamps will rise from €0.03751 to €0.03835.
These special tax stamps are mandatory for all tobacco products sold in Portugal, serving as proof of their legality and compliance with quality standards. The price of these stamps is revised annually by the Ministry of Finance, which also defines the colour scheme to distinguish them by fiscal year.
Fiscal expert António Brigas Afonso, a specialist in excise duties, warned in comments to ECO that a price increase may ultimately be passed on to customers, potentially raising the retail cost of tobacco products.
The background colour of the stamps changes each year as a means of identification. In recent years, the stamp has featured different shades: blue in 2020, magenta in 2021, brown in 2023, orange in 2024, and green in 2025. For the 2026 fiscal year, the official background colour will be Bordeaux.
The updated pricing and colour coding are part of ongoing efforts to regulate the tobacco market and ensure proper tax compliance across the sector.
